  1. Preheat your oven to 375°F (190°C).

  2. Heat olive oil in a skillet over medium heat. Add ground beef or steak slices and cook until browned. Season with salt, pepper, garlic powder, and onion powder. Remove from the skillet and set aside.

  3. In the same skillet, add bell peppers, onions, and mushrooms. Cook until softened and slightly caramelized.

  4. In a mixing bowl, combine cream cheese, heavy cream, and half the shredded mozzarella. Mix until smooth.

  5. In a greased casserole dish, layer the cooked beef, sautéed veggies, and the creamy mixture. Top with the remaining mozzarella cheese.

  6. Bake in the preheated oven for 20–25 minutes, or until the cheese is melted and bubbly.
