Brown the meat in a frying pan until half way done (season with salt, pepper and garlic powder).
Add the chopped onions and bell pepper to the pan and continue to cook until the meat is done.
In a large pot, combine the cooked meat, tomato paste, water, onion, bell pepper, celery, tomato and spices.
Bring the mixture to a boil, and then lower the heat to a simmer for 1-2 hours, stirring occasionally.
Serve topped with shredded cheddar cheese, sour cream, jalapeño, or anything else you'd like!
