Wash and soak the rice for 30 minutes.
Heat oil in a pan over medium-high heat.
Add the spring onions and fry for 1-2 minutes.
Add the chopped garlic and sauté for 1-2 minutes.
Add the sliced bell peppers and fry for 1-2 minutes.
Add the sliced mushrooms and fry for 1-2 minutes.
Add salt and red chili flakes to taste.
Add the strained rice and 3 cups of water.
Bring the water to a vigorous boil, then reduce the heat to low, cover and cook for 10 minutes.
Add the lemon juice and black pepper, and continue cooking for 3-4 minutes or until the rice is completely done and all the moisture is dried up.
Serve the delicious Garlic Mushroom Rice.
